MILITARY BASE CONVERSION
MASTER DEVELOPER
Location:  Mare Island Shipyard, Vallejo, California
Description: 5,000-acre former naval shipyard
Challenge: Client's first experience with a public competitive selection process. Mare Island was the first base offered for private redevelopment in California, making due diligence and feasibility analysis a challenge.
Results: With INTERRA's strategic guidance in the competitive selection process, the joint venture of Lennar Partners and Lennar Communities was selected by the City of Vallejo as the Master Developer for Mare Island. INTERRA continued as a member of the implementation team.

INTERRA has an on-going role in Lennar Partners' and Lennar Communities' competitive acquisition efforts to secure military base redevelopment and urban in-fill opportunities nationwide.

Mare Island


SADDLEBACK MEADOWS
Location: Orange County, California
Description: 222 acres underlain by landslides and occupied by an endangered species (Riverside fairy shrimp.)
Challenge: Project had been in process for several years and needed to overcome community and regulatory opposition to secure state and federal permits; compounding the challenge, the project had lost its day to day manager.
Results: An INTERRA principal stepped in and seamlessly took over day to day management of the consultants and provided strategic direction in successful negotiations to secure state and federal biologic permits. INTERRA also assisted in the preparation of an updated environmental impact report and securing approval of the tentative map. INTERRA continued on to assist in monitoring project feasibility and in preparing for disposition of the property.

TEXADA  PROPERTIES
Location: Islands in British Columbia, Canada 
Description: 11,000 acres of primarily forest land in two locations. 
Challenge: Prepare a long-range strategic plan to maximize asset values of the land, consistent with good environmental practices and regulations. 
Results: INTERRA, working as the managing partner in the Pacific Wind Collaborative, analyzed market demand, physical conditions of the site, and local and provincial environmental and land use regulations. Several land use alternatives with accompanying financial proformas were prepared. Selected development concepts were incorporated into a final strategic plan demonstrating a potential 70% increase in net present value through development of just 7% of the asset acreage. 

Texada Properties

NORTH OF RIVER SANITARY DISTRICT
Location: Kern County, California
Description: 500 acres of urban in-fill property surrounded by City of Bakersfield; current location of this public agency’s wastewater treatment facilities and headquarters
Challenge: Determine development feasibility and opportunities
Results: INTERRA analyzed land use opportunities and constraints, conducted market research and site analysis, and prepared four alternative development scenarios for the District. These scenarios were backed up by full development proformas designed to assist the District in selecting an approach for disposition of the property.

North of River Sanitary District

MOALE VALLEY PLANNED COMMUNITY
Location:  Port Moresby, Papua New Guinea 
Description: 5,000-unit residential master-planned community
Challenge: After a successful start-up, local developer needed someone to step in and take over management of the U.S. and local consultants; provide strategic direction; and, monitor project feasibility.
Results: INTERRA was retained by Mutual Mark Development Company to act as development director for this residential project, which is a joint venture with the Public Officials Superannuated Fund. INTERRA was responsible for project organization and management of the U.S.-based consulting team of engineers, architects and planners. INTERRA also prepared the project’s application to the U.S. Export Import Bank for loan guarantee assistance.
