Pam brings both public and private sector perspectives to the land use and development process, sharpened after nearly twenty-five years of experience as an observer, participant, client and consultant. She combines technical knowledge, strategic vision, and skills in issues assessment and conceptual analysis in securing and managing engagements as a principal of INTERRA. Prior to founding INTERRA, Pam managed successful land use entitlement efforts as a Vice President for Southwest Diversified (later Coscan Davidson Homes) in California from 1990 to 1994. She dealt with significant environmental and community issues, and organized a model voluntary open space and habitat management program in cooperation with three other private landowners. Pam joined Southwest after more than four years with the Irvine Company where she rose to the position of Senior Director of Strategic Planning; her focus was public policy issues, community strategy and entitlement support. Pam began her career in 1971 as a newspaper reporter, earning state and national awards for coverage of planning and land use issues in Tucson and San Diego , two of the most actively developing cities in the country. She went on to participate directly in land use policy development, first as an aide to an elected County Supervisor and then as a division head for the San Diego Association of Governments. She left San Diego in 1983 to become Public Affairs Director for American High Speed Rail Corporation, the entrepreneurial venture that proposed to build a “bullet train” from Los Angeles to San Diego.
