Joe brings a multi-disciplinary approach to land development, incorporating expertise in engineering, regulatory and land use planning, finance and the environment; experience in working with all levels of government; and problem-solving through teamwork and consensus-building.

His experience has ranged from conventional residential development in southern California to unique assignments throughout the western United States and internationally. He has analyzed the feasibility of mixed use projects for urban infill and military base redevelopment; negotiated complex resource permits for properties with endangered species; and, conducted due diligence for homebuilders. Most recently he coordinated environmental compliance and regulatory permit processing with State and Federal agencies that provides on-site and off-site mitigation for a 266-lot project on 222 acres in Southern California.

He is always ready to take on challenging assignments beyond conventional development. For example, he has conducted a master infrastructure plan for a 4,500-acre industrial town of 100,000 outside Shanghai, China; processed a 5,000 unit residential project in Papua New Guinea; and, analyzed the feasibility and managed the engineering of a 400-unit lakeside development as part of a 7,000 acre land holding on Vancouver Island.

Joe's roots are in civil engineering and he has completed over 120 private development and public works projects; ranging from lot splits to suburban residential development, schools to sewers, parks to parking lots. Not bounded by a traditional engineer's perspective, he brings "out of the box" thinking and innovative solutions to his client's complex development issues. His solutions are grounded in engineering principals so that they can be approved by public agencies, realistically implemented, and satisfy the project's bottom line.

His experience and technical expertise allow him to move quickly in understanding new projects. Over the years Joe has developed a special expertise in providing quick strategic assessment of an on-going project, taking over a project in trouble, or providing a thorough assessment in quick turnaround due dilgence assignments. His respect for a client's culture and the dynamics of the consultant team allows him to seamlessly integrate on a short or long-term basis.
